Is it illegal to purchase an item, alter it and then put it up for resale?

No, it is legal. If I buy a new car, repaint it, put different exhaust pipes on it, then put a bunch of funny bumper stickers on, I can still sell it without any fear of retribution by the car dealer or manufacturer, other than perhaps voiding the warranty on the exhaust.
