What I feel as verbal abuse in the workplace...?

I work as a lpn/lvn here in California. At my work, what is considered as a Staff Developer is another lvn like myself. However, this person is what you can consider unprofessional and rude when it comes to her job and her staff. When someone makes a simple mistake, she literally becomes this evil person and starts yelling at "certain" staff myself included. The way she talks to us would make you feel belittle and would make you feel incompetent. The worst thing is that she would do this in front of the residents/patients and in front of other staff instead of pulling us aside in a closed room. Now when I go to work, I fear that I would be yelled at for things I did not do wrong. How can a person focus on work when you have someone yelling at you making you feel incompetent? Another thing is that the head Administrators are aware of her doings and their response to us is that "they would talk to her". But nothing has changed with her personality. She is unapproachable when we would ask her for things or request for special days. When you would try to approach her, she sends this aura that she does not want to hear about it and don't care. Would this be considered verbal abuse in California labor laws and if so can I and my other co-workers have a case against her wrong doings. I have been keeping a journal witnesses included every time she would har me. Can this journal stand as a legal proof???? I need help because I'm tired of putting up with her personality and I don't want to look for another job because I like my residents/patients too much and my other co-workers are great. The only problem is her. Why would I run away from her and have her continue with her abusive personality??? I'm not only doing this for myself and my other co-workers but also for the future workers of the company.
